Whenever a creature you control dies, each opponent chooses a creature they control and exiles it. At the beginning of your end step, if a player controls no creatures, sacrifice Sothera, then put a creature card exiled with it onto the battlefield under your control with two additional +1/+1 counters on it.Rulings (2)

Wizards of the CoastIf Sothera leaves the battlefield at the same time as one or more creatures you control die, its first ability will trigger for each of those creatures.

Wizards of the CoastSothera’s last ability will check as your end step starts to see if any player controls no creatures. If no player does, the ability won’t trigger at all. You won’t be able to remove creatures from the battlefield during your end step in time to have the ability trigger. If every player controls a creature when the ability resolves, the ability won’t do anything. (The player or players who control no creatures when the ability resolves don’t have to be the same ones who controlled no creatures when it triggered.)
